West Chester Fire Department Training Center Training Center Usage Rules 


These rules are established to ensure the safe, efficient, and professional use of the West Chester Fire Department Training Center. All personnel and visitors must comply with the following guidelines at all times. 


I. General Rules 


1. Ensure driveway remains open at all times for access to the West Chester Sewage Treatment dumpsite. 
2. Inspect the condition of the facility upon arrival. Report any problems immediately to the WCFDTC Board. 
3. Secure all doors and windows in any building being used. 
4. Only trained WCFD personnel may operate the forklift and air compressor. 
5. Only hay and pallets may be burned in the burn buildings. 
6. Store pallets on the left side of the rescue area and hay in the cargo container on Rescue Road. 
7. Use loose hay before opening new bales. 
8. Always use safety lines, ideally supplied from a separate water course than the attack lines. 


II. Rescue Area


1. No burning on the concrete pad. 
2. Debris cut from cars must be placed inside the car when finished. 
3. Remove all hay and pallets from cars after use. 


III. Burn Building #1


1. No burning in confined space rooms on the first or second floor. 
2. No burning in stairwells or hallways. 
3. No burning against walls. 
4. Secure the front door padlock along the driveway side after use. 
5. Only one fire per floor during each evolution. 
6. Limit fires to four pallets per room, except the large first-floor room where up to six pallets may be used. 


IV. Burn Building #2


1. No burning in hallways or stairwells. 
2. No burning in small pallet storage rooms on the first floor. 
3. Secure the tower-side door padlock after use. 
4. Only one fire per floor during each evolution. 
5. Each fire may not exceed six full pallets. 


V. Tower 


1. No burning is permitted in the tower building. 
2. Only smoke bombs or a smoke machine may be used. 
3. Clean up thoroughly after each use. 


VI. Classroom 


1. No turnout gear is permitted in the classroom (off runners). 
2. No tobacco products are allowed. 
3. Return chairs to tables with three chairs per table. 
4. Remove all trash. Trash bags and cleaning supplies are located in the closet at the back of the room. 


VII. Cleanup Guidelines


1. Return all pallets to the left side of the rescue area. 
2. Store hay in the cargo container. Loose hay should be placed in a basket for later use. 
3. Fully burnt debris must be placed in the pit. Partially burnt material should be set aside for reuse. 
4. Wet down the debris pit to ensure no smoldering remains when leaving the facility. 
5. Remove all debris, hay, pallets, and trash from around the outside of buildings. 
6. All debris must be cleared from inside buildings. Only unburnt pallets may remain, stacked neatly in one location per floor. 
7. Clean all scupper holes of debris. 
8. Use the magnet to pick up loose nails. 
9. Sweep all floors. If hosed down, ensure water is fully drained and the outside area is rinsed. 
10. Do not leave equipment, pallets, or hose on the grass. 
11. Use hose from the old building only for cleanup purposes. 
12. Place recyclables in the blue buckets in the garage. If full, move them outside for pickup. 
13. All trash must be bagged and removed from the site. Trash bags are located in the classroom closet and garage cabinets.
